California Jobs First – Regional Investment Initiative Updated Program Timeline
Hello LA HRTC Partners,
Below is an update on the Governor's Proposed Budget as published by the Office of Planning and Research.
"On January 10, 2024, Governor Gavin Newsom presented the
2024-25 State Budget Proposal. As part of the Budget Proposal, the Governor has included a $200M delay in funding, now planned for State Fiscal Year (SFY) 2025-26 and SFY 2026-27. Below is the updated expenditure schedule.
- ~$100M in Funds during SFY2024-25
- $25M for the Tribal Funding Opportunity
- $73M for the Implementation Phase 2
- $100M for Implementation Phase 2 during SFY 2025-26
- $100M for Implementation Phase 2 during SFY 2026-27
These changes only impact the timelines for the Implementation Phase and Tribal Funding Opportunity. The expenditure deadlines for the Planning Phase, Catalyst Pre-Development Phase, and Economic Development Pilot Projects remain the same.
Given these timeline changes, the California Jobs First Interagency team will extend the due date for the Planning Phase’s Regional Plan Part 2 deliverable from June 30, 2024, to August 30, 2024. The Interagency team will work with the Collaboratives throughout September 2024 to make any final edits to the regional Jobs First Strategies."
Over the next few weeks, the Interagency team will continue to roll out additional guidance which will be shared with the LA HRTC!

Upcoming Funding Opportunity Notice
We wish to inform you that in the coming months, we plan to unveil funding opportunities as part of the community outreach process for the California Jobs First program.
This encompasses 8 Table Partner Leads, each funded at $50,000, and 90 SPA-based Subregional Tables, each funded at $10,000. The Steering Committee is actively involved in developing the application and selection process. Once this process is finalized, we will share the details with our LA HRTC.
